Moss noted that in the last six years, three Reedsport Police Chiefs and three Interim Police Chiefs have resigned, with Interim Chief Rob Scoville becoming the seventh Police Chief in that timeframe. Moss argued that the City Charter should be amended to give the Police Chief sole supervision and control of the Police Department, similar to the authority held by the Fire Chief, rather than being supervised by the City Manager. He urged the City Council to provide a positive working environment to retain leadership and to officially amend the City Charter.
